BOARD OF TRUSTEES

September 11, 2023

The Village Board of Trustees met September 11, 2023 at 7:00 p.m. in the Allen Village Office.  Chairman Jay Jones called the meeting to order with Trustees Judy Nice, Brett Koeppe, and Dean Chase answering roll.  Also present was Gunner Tracy and Clerk Jean Rahn.  Chairman Jones informed the audience where to find the posted copy of the Open Meetings Act.  Chairman Jones opened the Public Hearing for the One & Six Year Street Hearing.  Resolution #3-2023 was introduced by Jay Jones who moved for its adoption, seconded by Brett Koeppe, “WHEREAS, the City Street Superintendent has prepared and presented a One Year and Six Year Plan for Street Improvement Program for the Village of Allen, and WHEREAS, a public meeting was held on the 11th day of September, 2023 to present this plan and there were no objections to said plan; THEREFORE, BE IT RESOLVED BY THE Chairman and Village Board of Trustees of Allen, Nebraska, that the plans and data as furnished are hereby in all things accepted and adopted.” Voting aye – Judy Nice, Brett Koeppe, Dean Chase, and Jay Jones, motion carried. Resolution #4-2023 authorizing the Chairman to sign the Municipal Annual Certification of Program Compliance form was presented.  Motion as made by Brett Koeppe seconded by Judy Nice to approve Resolution #4-2023.  Voting aye – Judy Nice, Brett Koeppe, Dean Chase, and Jay Jones, motion carried. Motion was made by Dean Chase, seconded by Brett Koeppe to close the One & Six Year Public Hearing at 7:12 p.m.  Voting aye – Judy Nice, Brett Koeppe, Dean Chase, and Jay Jones, motion carried.

Chairman Jones opened the Budget Hearing for the 2023-2024 year at 7:15 p.m.  This being the time set for the purpose for holding a public hearing for the support, criticism, or suggestion on the proposed Annual Budget for the Village of Allen for the fiscal year ending September 30, 2024.  After discussion Brett Koeppe made a motion to exceed the allowable growth by 1%, seconded by Judy Nice.  Voting aye – Judy Nice, Brett Koeppe, Dean Chase, and Jay Jones, motion carried.  After review and discussion of the proposed budget and there being no opposition, suggestion, or amendments presented, Brett Koeppe made a motion to adopt the 2023-2024 budget as presented, seconded by Judy Nice.  Voting aye – Judy Nice, Brett Koeppe, Dean Chase, and Jay Jones, motion carried. Being no further business, motion was made by Judy Nice, seconded by Brett Koeppe to close the budget hearing at 7:23 p.m.  Voting aye – Judy Nice, Brett Koeppe, Dean Chase, and Jay Jones, motion carried.

The Special hearing to set the final tax request for the Village of Allen was opened at 7:23 p.m.   This being the time set for the purpose of holding a public hearing for the purpose of setting the final tax request for the fiscal year ending September 30, 2024.  Resolution #5-2023 was presented:

WHEREAS, Nebraska Revised Statute 77-1632 and 77-1633 provides that the Governing Body of the Village of Allen passes by a majority vote a resolution or ordinance setting the tax request; and

WHEREAS, a special public hearing was held as required by law to hear and consider comments concerning the property tax request;

NOW, THEREFORE, the Governing Body of the Village of Allen, resolves that:

  1. The 2023-2024 property tax request be set at:

General Fund:  $84,851.00

Bond Fund:  $       –

  1. The total assessed value of property differs from last year’s total assessed value by 32.16 percent.
  2. The tax rate which would levy the same amount of property taxes as last year, when multiplied by the new total assessed value of property, would be 0.340505 per $100 of assessed value.
  3. The Village of Allen proposes to adopt a property tax request that will cause its tax rate to be 0.449999 per $100 of assessed value.
  4. Based on the proposed property tax request and changes in other revenue, the total operating budget of the Village of Allen will increase (or decrease) last year’s budget by 1448.67 percent.
  5. A copy of this resolution be certified and forwarded to the County Clerk on or before October 15, 2023.

Motion by Dean Chase, seconded by Brett Koeppe to adopt Resolution #5-2023.  Voting aye – Judy Nice, Brett Koeppe, Dean Chase, and Jay Jones, motion carried. Motion was made by Dean Chase, seconded by Judy Nice close the hearing at 7:30p.m.  Voting aye – Judy Nice, Brett Koeppe, Dean Chase, and Jay Jones, motion carried.

The Village Board of Trustees met in regular session September 11, 2023 at 7:30 p.m. in the Allen Village Office.  Chairman Jay Jones called the meeting to order with Trustees Judy Nice, Brett Koeppe, and Dean Chase answering roll.   Also present were Gunner Tracy and Clerk Jean Rahn.  Chairman Jones informed the audience where to find the posted copy of the Open Meetings Act.

Motion was made by Brett Koeppe seconded by Dean Chase to approve the minutes of the last meeting.  Voting aye – Judy Nice, Brett Koeppe, Dean Chase, and Jay Jones, motion carried. Motion was made by Judy Nice seconded by Brett Koeppe to accept the treasurers’ report as read.  Voting aye – Judy Nice, Brett Koeppe, Dean Chase, and Jay Jones, motion carried.  The following bills were presented for approval – US Treasury – 1991.00, taxes, NNPPD –1782.57, elec., NNTC – 208.78, tele/internet, Aramark- 113.46, sup, L.P Gill – 934.83, landfill, Nebraska Journal Leader – 110.76, pub, Nebraska Public Health Lab –281.00, tests, Nebraska Dept. of Revenue – 413.46, tax, Payroll Salaries – 9706.00, wages, Countryside Gas & Grocery – 773.16, fuel & sup, One Call Concepts – 8.30, serv., Chestermans –7.00, water, Nebraska Dept. of Revenue – 25.00, fees, LARM – 15239.00, ins., Rod’s Repair – 874.47, rep, CLS – 798.38, chem, Laurel Ace Hardware – 124.43, sup, Cardmember Services – 515.74, postage/sup, Cardmember Services – 58.25 misc.  Motion by Brett Koeppe, seconded by Judy Nice to pay the bills as listed.  Voting aye – Judy Nice, Brett Koeppe, Dean Chase, and Jay Jones, motion carried.

Board vacancy was discussed.  Motion by Jay Jones, seconded by Brett Koeppe to appoint Derick Nice to fill the unexpired term of Doug Ellis.  Voting aye – Brett Koeppe, Dean Chase, and Jay Jones. Abstaining – Judy Nice.  Motion carried.

Discussion was held on trees that need taken down in the park.  Motion by Chase, seconded by Koeppe to have them removed.  Voting aye, Judy Nice, Brett Koeppe, Dean Chase, and Jay Jones, motion carried.

Jay Jones made a motion to go into executive session to discuss personnel at 8:00 p.m. seconded by Dean Chase.  Chairman Jones declared out of executive session at 8:25 p.m.

Being no further business Brett Koeppe made a motion by adjourn at 8:27 p.m. seconded by Judy Nice. Voting aye – Judy Nice, Brett Koeppe, Dean Chase, and Jay Jones, motion carried. The Board of Trustees of the Village of Allen, Nebraska will meet in regular session at 7:30 p.m. on October 9, 2023 in the Village Office.
