The Village Board of Trustees met September 12, 2022 at 7:00 p.m. in the Allen Village Office.  Chairman Jay Jones called the meeting to order with Trustees Judy Nice, Brett Koeppe, Doug Ellis, and Dean Chase answering roll.  Also present was Clerk Jean Rahn.  Chairman Jones informed the audience where to find the posted copy of the Open Meetings Act.  Chairman Jones opened the Public Hearing for the One & Six Year Street Hearing.  Resolution #4-2022 was introduced by Brett Koeppe who moved its adoption, seconded by Judy Nice, “WHEREAS, the City Street Superintendent has prepared and presented a One Year and Six Year Plan for Street Improvement Program for the Village of Allen, and WHEREAS, a public meeting was held on the 12th day of September, 2022 to present this plan and there were no objections to said plan: THEREFORE, BE IT RESOLVED BY THE Chairman and Village Board of Trustees of Allen, Nebraska, that the plan and data as furnished are hereby in all things accepted and adopted.” Voting aye – Judy Nice, Brett Koeppe, Doug Ellis, Dean Chase, Jay Jones, motion carried. Resolution #5-2022 authorizing the Chairman to sign the Municipal Annual Certification of Program Compliance form was presented.  Motion as made by Doug Ellis seconded by Brett Koeppe to approve Resolution #5-2022.  Voting aye – Judy Nice, Brett Koeppe, Doug Ellis, Dean Chase, Jay Jones, motion carried. Motion was made by Doug Ellis, seconded by Brett Koeppe to close 1 – 6 public hearing at 7:12 p.m.  Voting aye – Judy Nice, Brett Koeppe, Doug Ellis, Dean Chase, Jay Jones, motion carried.

Chairman Jones opened the Budget Hearing for the 2022-2023 year at 7:15 p.m.  This being the time set for the purpose for holding public hearing for the support, criticism, or suggestion on the proposed Annual Budget for the Village of Allen for the fiscal year ending September 30, 2023.  After discussion Judy Nice made a motion to exceed the allowable growth by 1%, seconded by Dean Chase.  Voting aye – Judy Nice, Brett Koeppe, Doug Ellis, Dean Chase, Jay Jones, motion carried.  After review and discussion of the proposed budget and there being no opposition, suggestion, or amendments presented, Dean Chase made a motion to adopt the 2022-2023 budget as presented, seconded by Brett Koeppe.  Voting aye – Judy Nice, Brett Koeppe, Doug Ellis, Dean Chase, Jay Jones, motion carried. Being no further business, motion was made by Doug Ellis, seconded by Brett Koeppe to close the budget hearing at 7:22 p.m.  Voting aye – Judy Nice, Brett Koeppe, Doug Ellis, Dean Chase, Jay Jones, motion carried.

The Special hearing to set the final tax request for the Village of Allen was opened at 7:22 p.m.   This being the time set for the purpose of holding a public hearing for the purpose of setting the final tax request for the fiscal year ending September 30, 2023.  Resolution #6-2022 was presented:

WHEREAS, Nebraska Revised Statute 77-1632 and 77-1633 provides that the Governing Body of the Village of Allen passes by a majority vote a resolution or ordinance setting the tax request; and

WHEREAS, a special public hearing was held as required by law to hear and consider comments concerning the property tax request;

NOW, THEREFORE, the Governing Body of the Village of Allen, resolves that:

 

  1. The 2022-2023 property tax request be set at

 

General Fund:  $64,205.00

Bond Fund:  $           –

 

  1. The total assessed value of property differs from last year’s total assessed value by 0.88 percent.

 

  1. The tax rate which would levy the same amount of property taxes as last year, when multiplied by the new total assessed value of property, would be 0.446085 per $100 of assessed value.

 

  1. The Village of Allen proposes to adopt a property tax request that will cause its tax rate to be 0.450003 per $100 of assessed value.

 

  1. Based on the proposed property tax request and changes in other revenue, the total operating budget of the Village of Allen will increase (or decrease) last year’s budget by 23.14 percent.

 

  1. A copy of this resolution be certified and forwarded to the County Clerk on or before October 15, 2022.

 

Motion by Judy Nice, seconded by Doug Ellis to adopt Resolution #6-2022.  Voting aye – Judy Nice, Brett Koeppe, Doug Ellis, Dean Chase, Jay Jones, motion carried. Motion was made by Doug Ellis, seconded by Brett Koeppe close the hearing at 7:30p.m.  Voting aye – Judy Nice, Brett Koeppe, Doug Ellis, Dean Chase, Jay Jones, motion carried.

The Village Board of Trustees met in regular session September 12, 2022 at 7:30 p.m. in the Allen Village Office.  Chairman Jay Jones called the meeting to order with Trustees Judy Nice, Brett Koeppe, Doug Ellis, and Dean Chase answering roll.   Also present were Rick Chase, Vern Wilson, and Clerk Jean Rahn.  Chairman Jones informed the audience where to find the posted copy of the Open Meetings Act.

Motion was made by Doug Ellis seconded by Judy Nice to approve the minutes of the last meeting.  Voting aye – Judy Nice, Brett Koeppe, Doug Ellis, Dean Chase, Jay Jones, motion carried. Discussion was held on dumpsite.

Discussion was held on raising base water rates by $4.00 per month.  Resolution #7-2022 Amending Water Rates was read.  Motion by Doug Ellis, seconded by Koeppe to adopt Resolution #7-2022 effective October 1, 2022.  Voting aye – Judy Nice, Brett Koeppe, Doug Ellis, Dean Chase, Jay Jones, motion carried.

Subdivision covenants was tabled until next month.

Personnel was discussed.

Being no further business Judy Nice made a motion by adjourn at 8:22 p.m. seconded by Brett Koeppe. Voting aye – Judy Nice, Brett Koeppe, Doug Ellis, Dean Chase, Jay Jones, motion carried. The Board of Trustees of the Village of Allen, Nebraska will meet in regular session at 7:30 p.m. on October 10, 2022 in the Village Office.
