BOARD OF TRUSTEES

October 9, 2023

.The Village Board of Trustees met in regular session October 9, 2023 at 7:30 p.m. in the Allen Village Office.  Chairman Jay Jones called the meeting to order with Trustees Judy Nice, Brett Koeppe, and Dean Chase answering roll.   Also present were Faith Keil, Derick Nice, Gunner Tracy, and Clerk Jean Rahn.  Chairman Jones informed the audience where to find the posted copy of the Open Meetings Act.  Dean Chase gave the Oath of Office to Derick Nice.  Motion was made by Brett Koeppe seconded by Derick Nice to approve the minutes of the last meeting.  All present voted aye, motion carried.  Motion was made by Judy Nice seconded by Brett Koeppe to accept the treasurers’ report as read.  All present voted aye, motion carried.  The following bills were presented for approval – US Treasury – 2772.34, taxes, NNPPD –1759.21, elec., NNTC – 157.15, tele/internet, Aramark- 113.46, sup, L.P Gill – 1084.77, landfill, Nebraska Journal Leader – 302.46, pub, Nebraska Public Health Lab –33.00, tests, Nebraska Dept. of Revenue – 399.01, tax, Payroll Salaries – 13577.11, wages, Countryside Gas & Grocery – 585.44, fuel & sup, One Call Concepts – 1.98, serv., Chestermans –7.00, water, Rod’s Repair – 1327.22, rep, CLS – 3314.21, ice melt, Johnson & Mock – 82.00, legal, AMGL – 3625.00, legal, Post Office – 102.00 postage, Muller Lumber – 21.59 sup, NE Dept. of Revenue – 1101.13, taxes, Allen School – 520.00, fees, Cardmember Services – 272.67, postage/sup.  Motion by Brett Koeppe, seconded by Judy Nice to pay the bills as listed.  All present voted aye, motion carried.

Culverts were discussed.  Motion by Brett Koeppe, seconded by Derick nice to sell them to Mike Elton.  All present voted aye, motion carried.

Faith Keil requested that the board allows her to take the Village sign out of her yard. Motion by Dean Chase, seconded by Brett Koeppe to allow her to have it removed in the spring. All present voted aye, motion carried.

Fence along the road by dump needs repaired, Gunner will do that yet this fall.

Discussion as held on residents living in mobile home/camper.  Jean will send a letter.

Holiday garbage pickup was discussed.

Jay Jones made a motion to go into executive session to discuss personnel at 8:17 p.m. seconded by Judy Nice.  Chairman Jones declared out of executive session at 8:57 p.m.  Ordinance #2023-2 was introduced:  AN ORDANIANCE OF THE VILLAGE OF ALLEN, NEBRASKA, ESTABLISHING THE WAGES OF OFFICERS AND EMPLOYEES OF THE VILLAGE OF ALLEN, NEBRASKA, AS REQUIRED BY SECTION 17-209 OF THE REVISED STATUTES OF THE STATE OF NEBRASKA; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING A TIME WHEN THE ORDINANCE SHALL BE IN FULL FORCE AND EFFECT; AND ORDERING THE PUBLICATION OF THE ORDIANCE IN PAMPHLET FORM.

After review, Judy Nice moved that the statutory rules of passage and adoption or Ordinance #2023-2 might be introduced, read, and adopted at the same meeting, seconded by Derick Nice.  All present voted aye, motion carried.  Motion made by Dean Chase, seconded by Judy Nice to adopt Ordinance #2023-2 as read.  All present voted aye, motion carried.  Whereupon Chairman Jones declared said ordinance approved on its first reading and its title agreed to.  A complete copy of Ordinance #2023-2 has been posted and is on file in the Village Office

Being no further business Judy Nice made a motion by adjourn at 9:05 p.m. seconded by Brett Koeppe. All present voted aye, motion carried.  The Board of Trustees of the Village of Allen, Nebraska will meet in regular session at 7:30 p.m. on November 13, 2023 in the Village Office.
