VILLAGE OF ALLEN
BOARD OF TRUSTEES
November 13, 2023

The Village Board of Trustees met in regular session November 13, 2023 at 7:30 p.m. in the Allen Village Office. Chairman Jay Jones called the meeting to order with Trustees Judy Nice, Brett Koeppe, and Derick Nice answering roll. Absent – Dean Chase. Also present were Gunner Tracy and Clerk Jean Rahn. Chairman Jones informed the audience where to find the posted copy of the Open Meetings Act. Motion was made by Brett Koeppe seconded by Judy Nice to approve the minutes of the last meeting. All present voted aye, motion carried. Motion was made by Judy Nice seconded by Derick Nice to accept the treasurers’ report as read. All present voted aye, motion carried. The following bills were presented for approval – US Treasury – 2065.84, taxes, NNPPD –1834.14, elec., NNTC – 205.75, tele/internet, Aramark- 113.46, sup, L.P Gill – 926.67, landfill, Nebraska Journal Leader – 68.79, pub, Nebraska Public Health Lab –65.00, tests, Nebraska Dept. of Revenue – 392.87, tax, Payroll Salaries – 9966.40, wages, Countryside Gas & Grocery – 684.03, fuel & sup, One Call Concepts – 3.96, serv., Chestermans –7.00, water, Rod’s Repair – 1134.92, rep, Viking Ind. Painting – 26850.00, maint, Lux Bros – 1138.70 serv, Siouxland Dist. Health – 56.00, tests, Miller Lumber – 73.16 sup, Butch’s Propane – 479.86, propane, Laurel Ace Hardware – 307.94, sup, Cardmember Services – 273.41, sup, Cardmember Services – 818.81, postage/sup, City of Laurel – 58.33, serv, Grizz Tree Service – 2000.00, serv, Post Office – 285.00 postage. Motion by Brett Koeppe, seconded by Judy Nice to pay the bills as listed. All present voted aye, motion carried.
Resolution #5-2023 was read: Resolution for signing of the Year-End Certification of City Street Superintendent for the year 2023. Motion made by Brett Koeppe, seconded by Derick Nice to adopt Resolution #5-2023 and allow Chairman Jones to sign the form certifying that Terry Mead of JEO was our Street Superintendent for the January 1, 2023 to December 31, 2023. All present voted aye, motion carried.

Discussion as held on residents living in mobile home/camper, tractor maintenance, dumpsters, Legion baseball, and maintenance hours.

Dean Chase entered the meeting at 8:15 p.m.

Ordinance #2023-3 was introduced: AN ORDANIANCE OF THE VILLAGE OF ALLEN, NEBRASKA, ESTABLISHING THE WAGES OF OFFICERS AND EMPLOYEES OF THE VILLAGE OF ALLEN, NEBRASKA, AS REQUIRED BY SECTION 17-209 OF THE REVISED STATUTES OF THE STATE OF NEBRASKA; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING A TIME WHEN THE ORDINANCE SHALL BE IN FULL FORCE AND EFFECT; AND ORDERING THE PUBLICATION OF THE ORDIANCE IN PAMPHLET FORM.  After review, Dean Chase moved that the statutory rules of passage and adoption or Ordinance #2023-3 might be introduced, read, and adopted at the same meeting, seconded by Brett Koeppe. All voted aye, motion carried. Motion made by Derick Nice, seconded by Brett Koeppe to adopt Ordinance #2023-3 as read. All present voted aye, motion carried. Whereupon Chairman Jones declared said ordinance approved on its first reading and its title agreed to. A complete copy of Ordinance #2023-3 has been posted and is on file in the Village Office.

There will be no garbage pickup on Friday, November 24. Residential garbage will be pickup on Monday November 27th and then again on Friday December 1st.

Being no further business Judy Nice made a motion by adjourn at 8:53 p.m. seconded by Brett Koeppe. All voted aye, motion carried. The Board of Trustees of the Village of Allen, Nebraska will meet in regular session at 7:30 p.m. on December 11, 2023 in the Village Office.
