BOARD OF TRUSTEES
November 15, 2021
The Village Board of Trustees met in regular session November 15, 2021 at 7:30 p.m. in the Allen Village Office. Chairman Jay Jones called the meeting to order with Trustees Judy Nice, Brett Koeppe, Doug Ellis, and Dean Chase answering roll. Also present were Kyle Overturf from AMGL and Clerk Jean Rahn. Chairman Jones informed the audience where to find the posted copy of the Open Meetings Act. Motion was made by Ellis seconded by Koeppe to approve the minutes of the last meeting. Voting aye –Nice, Koeppe, Ellis, Chase, and Jones, motion carried. Motion was made by Koeppe seconded by Nice to accept the treasurers’ report as read. Voting aye –Nice, Koeppe, Ellis, Chase, and Jones, motion carried. The following bills were presented for approval US Treasury 5078.50, payroll taxes, NNPPD –1484.61, elec., NNTC – 211.48 phone/internet, Aramark-69.12, rugs, L.P Gill – 923.12, landfill, Nebraska Journal Leader – 38.12, pub, Nebraska Public Health Environmental Lab –33.00, tests, Nebraska Dept. of Revenue – 373.12, sales tax, Payroll Salaries – 8473.48, wages, Countryside Gas & Grocery – 244.79, fuel, clorox, ice, BCBS – 3510.43, health ins., Chesterman Co – 7.00, water, One Call Concepts – .77, locates, Post Office – 116.00, stamps, Dixon County Clerk – 32.00, liens, Share Corp – 1588.34, ice melt/degreaser, Midwest Sales & Service – 155.25, blade/bolts, Central States Lab – 3070.72, triple melt, Ekberg Auto – 302.84, supplies, John Deere Financial – 17427.73, tractor payment, Agri Vision – 135.07, oil & filters, NE Municipal Clerks Assn. – 25.00 dues, Johnson & Mock PC LLO – 320.55, legal fees, Midwest Lab. – 65.00, lagoon test, Cardmember Services – 402.73, office supplies/stain, NDEE – 115.00, Rick’s water license, Softline Data – 245.00, public alert, Hawkins Inc – 552.10, chemicals. Motion made was made by Ellis, seconded by Nice to pay the bills as listed. Voting aye –Nice, Koeppe, Ellis, Chase, and Jones, motion carried.

Ordinance #2021-2 was introduced: AN ORDINANCE OF THE VILLAGE OF ALLEN, NEBRASKA, ESTABLISHING CRITERIA FOR DECLARING A DANGEROUS BUILDING; REPEALING ALL ORDINANCES IN CONFLICT; AND PROVIDING A DATE WHEN THIS ORDINANCE SHALL GO INTO FORCE AND EFFECT.
After review, Koeppe moved that the statutory rules of passage and adoption or Ordinance #2021-2 might be introduced, read, and adopted at the same meeting, seconded by Nice. Voting aye –Nice, Koeppe, Ellis, Chase, and Jones, motion carried. Motion made by Chase, seconded by Nice to adopt Ordinance #2021-2 as read. Voting aye –Nice, Koeppe, Ellis, Chase, and Jones, motion carried. Whereupon Chairman Jones declared said ordinance approved on its first reading and its title agreed to. A complete copy of Ordinance #2021-2 has been posted and is on file in the Village Office.
Nuisance properties were discussed, tabled until next month.
Other items discussed were pump house furnace, garbage pickup, snow removal, and insurance.
Being no further business, Ellis made a motion to adjourn, seconded by Nice. Voting aye –Nice, Koeppe, Ellis, Chase, and Jones, motion carried. Meeting adjourned at 8:32 p.m. The Board of Trustees of the Village of Allen, Nebraska will meet in regular session at 7:30 p.m. on December 13, 2021 in the Village Office.
