BOARD OF TRUSTEES
May 9, 2022
The Village Board of Trustees met in regular session May 9, 2022 at 7:30 p.m. in the Allen Village Office. In the absence of Chairman Jones, a motion was made by Nice, seconded by Chase to appoint Doug Ellis as Chairman Pro-tempore. Chairman Pro-tempore Ellis called the meeting to order with Dean Chase, Judy Nice, and Brett Koeppe answering roll. Absent –Jay Jones. Also present were Roger Protzman from JEO, Rick Chase, and Clerk Jean Rahn. Chairman Pro-tempore Ellis informed the audience where to find the posted copy of the Open Meetings Act. Motion made by Koeppe seconded by Nice to approve the minutes of the last meeting. All present voted aye, motion carried. Motion made by Nice, seconded by Koeppe to accept the treasurers’ report as read. All present voted aye, motion carried. The following bills were presented for approval US Treasury – 2140.62, taxes, NNPPD –1561.05, elec., NNTC – 198.94, tele/internet Aramark- 75.12, sup, L.P Gill – 967.75, landfill, Nebraska Journal Leader – 54.21, pub, Nebraska Public Health Lab –97.00, tests, Nebraska Dept. of Revenue – 385.94, tax, Payroll Salaries – 8657.65, wages, Countryside Gas & Grocery – 496.30, fuel/sup, BCBS – 3602.97, ins, Chestermans – 7.00, water, JEO – 11000.00, admin, Cornhusker Press – 81.05, sup, NENEDD – 660.00, dues, Softline Data – 152.50, sup, Allen Waterbury Fire & Rescue – 100.00, sup, One Call Concepts – 5.18 serv, Street Bond Payment – 14000.00, bond, Street Bond Interest – 129.50, int., Cardmember Services, – 99.55, sup, Cardmember Services – 204.28, repairs. Motion made by Koeppe, seconded by Nice to pay the bills as listed. All present voted aye, motion carried.
Roger Protzman of JEO discussed the PER he has prepared for our water system. Motion by Chase, seconded by Koeppe to approve the engineer’s recommendation to do an annular well seal on Well 83-1. All present voted aye, motion carried.
Due to the increase in landfill fees and fuel costs Resolution #2-2022 Amending Garbage Rates was introduced: WHEREAS, the Village of Allen, Nebraska, has established garbage rates to be paid by consumers within and without the corporate limits of the Village of Allen, Nebraska; and WHEREAS, the Chairman and the Village Board of trustees have determined that said rates do not provide sufficient income to operate the garbage department and defray the expenses thereof, and that it is necessary to increase said rates 20% effective June 1, 2022. Motion made by Koeppe, seconded by Nice to adopt Resolution #2-2022. All present voted aye, motion carried.
Lagoon permit was discussed. Motion by Nice, seconded by Koeppe to discontinue the permit. All present voted aye, motion carried.
Discussion was held on properties in the Village.
Rick told the board that he is retiring as of October 1, 2022.
Being no further business, Koeppe made a motion to adjourn, seconded by Nice. All present voted aye, motion carried. Meeting adjourned at 9:30 p.m. The Board of Trustees of the Village of Allen, Nebraska will meet in regular session at 7:30 p.m. on June 12, 2022 in the Village Office.
