VILLAGE OF ALLEN
BOARD OF TRUSTEES
March 14, 2022
The Village Board of Trustees met in regular session March 14, 2022 at 7:30 p.m. in the Allen Village Office. Chairman Jay Jones called the meeting to order with Trustees Judy Nice, Brett Koeppe, Doug Ellis, and Dean Chase answering roll. Also present was Clerk Jean Rahn. Chairman Jones informed the audience where to find the posted copy of the Open Meetings Act. Motion was made by Ellis seconded by Koeppe to approve the minutes of the last meeting. All present voted aye, motion carried. Motion was made by Nice seconded by Chase to accept the treasurers’ report as read. All present voted aye, motion carried. The following bills were presented for approval US Treasury 1332.28, payroll taxes, NNPPD –1566.06, elec., NNTC – 211.17. phone/internet, Aramark-34.56, sup, L.P Gill – 758.03, landfill, Nebraska Journal Leader – 64.97, pub, Nebraska Public Health Environmental Lab –280.00, tests, Nebraska Dept. of Revenue – 387.77, sales tax, Payroll Salaries – 6254.90, wages, BCBS – 3602.97, ins., Chesterman Co – 7.00, water, Johnson & Mock PC LLO – 496.56, legal, Cardmember Services – 254.90, fuel, postage , JEO – 1750.00, prof., Post Office – 294.00, postage, Dixon County Clerk – 10.00, lien, Allen Community Club – 35.00, dues, CSL – 1465.60, chemicals, Jean Rahn – 18.72, mileage, League of Nebraska Municipalities – 325.00 conf, Dixie Durkie – 58.82, deposit, Board Member Payments – 750.00, quarterly. Motion made was made by Ellis, seconded by Koeppe to pay the bills as listed. All present voted aye, motion carried.
Street repair was discussed. Motion by Koeppe, seconded by Nice to have Topkote do the yearly maintenance on the streets. All present voted aye, motion carried.
Other items discussed were community surveys, culverts and mapping of water shut offs. Moton by Ellis, seconded by Koeppe to have Midwest Assistance help with locating the shutoffs and mapping them. All present voted aye, motion carried.
Ordinance #2022-1was introduced: AN ORDANIANCE OF THE VILLAGE OF ALLEN, NEBRASKA, ESTABLISHING THE WAGES OF OFFICERS AND EMPLOYEES OF THE VILLAGE OF ALLEN, NEBRASKA, AS REQUIRED BY SECTION 17-209 OF THE REVISED STATUTES OF THE STATE OF NEBRASKA; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING A TIME WHEN THE ORDINANCE SHALL BE IN FULL FORCE AND EFFECT; AND ORDERING THE PUBLICATION OF THE ORDIANCE IN PAMPHLET FORM.
After review, Koeppe moved that the statutory rules of passage and adoption or Ordinance #2022-1 might be introduced, read, and adopted at the same meeting, seconded by Nice. All present voted aye, motion carried.
Whereupon Ellis made a motion, seconded by Koeppe to adopt Ordinance #2022-1 as read. All present voted aye, motion carried. Whereupon Chairman Jones declared said ordinance approved on its first reading and its title agreed to. A complete copy of Ordinance #2022-1 has been posted and is on file in the Village Office.
Being no further business, Ellis made a motion to adjourn, seconded by Nice. All present voted aye, motion carried. Meeting adjourned at 8:46 p.m. The Board of Trustees of the Village of Allen, Nebraska will meet in regular session at 7:30 p.m. on April 11, 2022 in the Village Offic
