VILLAGE OF ALLEN
BOARD OF TRUSTEES
JUNE 10, 2024

The Village Board of Trustees met in regular session June 10, 2024 at 7:30 p.m. in the Allen Village Office. Chairman Jay Jones called the meeting to order with Trustees Brett Koeppe and Dean Chase, answering roll. Absent – Judy Nice and Derick Nice. Also present were Brett Gieselman, Drinking Water Field Rep, Jessica Johnson & Bridger Corkill, NDEE, Roger Protzman, JEO, Andy Dickinson, Foldoy Water, Larry Boswell, Baylor Bestgen, JEO, and Clerk Jean Rahn. Chairman Jones informed the audience where to find the posted copy of the Open Meetings Act. Motion made by B. Koeppe seconded by D. Chase to approve the minutes of the last meeting. All present voted aye, motion carried. Motion made by D. Chase, seconded by B. Koeppe to accept the treasurers’ report as read. All present voted aye, motion carried. The following bills were presented for approval US Treasury – 2252.24 taxes, NNPPD –1604.82 elec., NNTC – 220.69 tele/internet, Aramark – 170.19 rugs, L.P Gill – 1043.04 landfill, Nebraska Journal Leader – 140.42 pub, Nebraska Public Health Lab – 65.00 tests, Nebraska Dept. of Revenue – 393.46 tax, Payroll Salaries – 9949.06 wages, Countryside Gas & Grocery – 639.78 fuel/sup, Chestermans –7.00 water, Johnson & Mock – 635.50 legal, Cardmember Service – 425.62 postage/sup, Laurel Ace Hardware – 97.56 sup, Robertson Imp – 74.85 rep, Post Office – 295.00 postage, Allen-Waterbury Rescue – 1900.00 MFO, Collison & Kustoms – 5347.78 rep, Barco – 846.34 signs, JEO – 1600.00 eng, NDEE – 17801.30 loan, Share Corp – 1307.35 chem, Cornhusker Press – 90.50 sup, Rick Chase – 250.00 serv, Jenny Curry – 56.18 dep, Carolina Galdmez – 55.13 dep, One Call Concepts – 1.98 locates. Motion made by B. Koeppe, seconded by D. Chase to pay the bills as listed. All present voted aye, motion carried.
Discussion was held with JEO and NDEE concerning the future of the water system.
Baylor Bestgen discussed the street program with the board.
Discussion was held on properties in the Village. Motion by D. Chase to accept the donation of Lots 4 & 5 of Block 5 of the Original Town of the Village of Allen. Seconded by B. Koeppe. All present voted aye, motion carried. Motion by B. Koeppe, seconded by D. Chase to accept the donation of property of Lots 1 & 2 except for the West 15 ft. of Block 5, Original Town of the Village of Allen pending legal stipulations. All present voted aye, motion carried.
Ordinance #2024-1was introduced: AN ORDANIANCE INTRODUCED BY THE GOVERNING BODY CREATING FLOODPLAIN DISTRICTS DEFINING THE SAME AND SETTING FOR THE REGULATIONS THEREOF; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING A TIME WHEN THE ORDINANCE SHALL BE IN FULL FORCE AND EFFECT; AND ORDERING THE PUBLICATION OF THE ORDIANCE IN PAMPHLET FORM.
After review, B. Koeppe moved that the statutory rules of passage and adoption or Ordinance #2024-1 might be introduced, read, and adopted at the same meeting, seconded by D. Chase. All voted aye, motion carried. Motion made by B. Koeppe, seconded by D. Chase to adopt Ordinance #2024-1 as read. All present voted aye, motion carried. Whereupon Chairman Jones declared said ordinance approved on its first reading and its title agreed to. A complete copy of Ordinance #2024-1 has been posted and is on file in the Village Office.
Propane contract was discussed.
Pet tags were discussed. Motion by B. Koeppe, seconded by D. Chase to give pet tags free for the 2024 year to everyone bringing in proof of vaccination to the Village office. All present voted aye, motion carried. All pets, dogs and cats are to be registered at the Village Office.
Holiday garbage was discussed. Motion by B. Koeppe, seconded by D. Chase to move the July 5th residential garbage pickup to Monday, July 8th, there will be no garbage service July 4th or 5th. All present voted aye, motion carried.
Being no further business, B. Koeppe made a motion to adjourn, seconded by D. Chase. All voted aye, motion carried. Meeting adjourned 10:03 p.m. The Board of Trustees of the Village of Allen, Nebraska will meet in regular session at 7:30 p.m. July 8, 2024 in the Village Office.
