BOARD OF TRUSTEES
June 12, 2023
The Village Board of Trustees met in regular session June 12, 2023 at 7:30 p.m. in the Allen Village Office. In the absence of Chairman Jones, a motion was made by Brett Koeppe, seconded by Doug Ellis to appoint Dean Chase as Chairman Pro-tempore. Chairman Pro-tempore Chase called the meeting to order with Doug Ellis, Judy Nice, and Brett Koeppe answering roll. Absent –Jay Jones. Also present were Gunner Tracy and Clerk Jean Rahn. Chairman Pro-tempore Chase informed the audience where to find the posted copy of the Open Meetings Act. Motion by Ellis, seconded by Nice to approve the minutes of the last meeting. All present voted aye, motion carried. Motion made by Ellis, seconded by Koeppe to accept the treasurers’ report as read. All present voted aye, motion carried. The following bills were presented for approval US Treasury – 3110.92 taxes, NNPPD –1630.23 elec., NNTC – 203.53 tele/internet, Aramark – 153.57 rugs, L.P Gill – 944.52 landfill, Nebraska Journal Leader – 44.56 pub, Nebraska Public Health Lab – 190.00 tests, Nebraska Dept. of Revenue – 406.95 tax, Payroll Salaries – 13515.71 wages, Countryside Gas & Groc – 658.69 fuel, Chesterman –7.00 water, One Call Concepts – 6.32 locates, Layne Christensen Co. – 540.00 rep, Laurel Ace Hardware – 14.18 sup, NDEE – 17931.72 loan, Meyer Inc – 200.00 sup, Topkote – 29999.00 rep, Topkote – 29998.21 rep, Johnson Service – 4087.50 serv, Allen-Waterbury Rescue – 1910.00, MFO, Cardmember Services – 59.80 postage, Midwest Service & Sales – 646.10 rep, Post Office – 333.00 postage, Lux Bros – 1950.30 serv. . Motion made by Koeppe, seconded by Chase to pay the bills except for #18 as listed. All present voted aye, motion carried. Motion by Ellis, seconded by Koeppe to allow Jean to transfer $20,000.00 from the General Savings account to the checking account to cover the street repair expenses. All present voted aye, motion carried.
Building permit #1-2023 was presented. Motion made by Koeppe, seconded by Nice to allow the permit. All present voted aye, motion carried.
Dixon County LEOP was discussed: Motion by Ellis, seconded by Nice to pass resolution #1-2023: RESOLVE: That in order to provide for a coordinated response to a disaster or emergency in Dixon County, the Village of Allen and other cities and villages in Dixon County, the Allen Village Board deems it advisable and in the Dixon County Local Emergency Operations Plan. Acceptance of the 2023 Local Emergency Operations Plan supersedes all previous approved Dixon County Local Emergency Operations Plans. All present voted aye, motion carried.
Discussion was held on having AMGL do the Village budget, motion by Koeppe, seconded by Ellis to have AMGL do the Village budget and allow Dean Chase as Chairman Pro-tempore to sign the agreement. All present voted aye, motion carried.
Water fee, gravel/rock, and shop door repair, and personnel were discussed.
Being no further business, Chase made a motion to adjourn, seconded by Koeppe. All present voted aye, motion carried. Meeting adjourned at 8:46 p.m. The Board of Trustees of the Village of Allen, Nebraska will meet in regular session at 7:30 on July 10, 2023 in the Village Office.
