BOARD OF TRUSTEES

December 13, 2022

The Village Board of Trustees met in regular session December 13, 2022 at 7:00 p.m. in the Allen Village Office.   Chairman Jay Jones called the meeting to order with Trustees Judy Nice, Brett Koeppe, Doug Ellis, and Dean Chase answering roll.  Also present were Rick Chase and Clerk Jean Rahn.  Chairman Jones informed the audience where to find the posted copy of the Open Meetings Act.  Motion made by Ellis seconded by Koeppe to approve the minutes of the last meeting.  All present voted aye, motion carried.  Motion made by Koeppe, seconded by Nice to accept the treasurers’ report as read.  All present voted aye, motion carried. The following bills were presented for approval US Treasury – 2288.28, taxes, NNPPD –1604.71, elec., NNTC – 207.87, tele/internet, Aramark – 79.85, rugs, L.P Gill – 1011.36, landfill, Nebraska Journal Leader – 51.02, pub, Nebraska Public Health Lab – 298.00, tests, Nebraska Dept. of Revenue – 401.09, tax, Payroll Salaries – 9119.80, wages, Countryside Gas & Grocery – 449.22, fuel, One Call Concepts – 3.58, locates, Chestermans –31.00, water, Carolina Galdmez – 53.24, dep., Share Corp – 1112.46, chem, NDEE – 17996.20, loans, Ekberg Auto – 123.53, sup,, Cardmember Services – 27.70, postage, Cardmember Services – 248.82, sup, Board Member payment – 750.00, qtly. Motion made by Chase, seconded by Ellis to pay the bills as listed.   All present voted aye, motion carried.  Motion by Chase, seconded by Ellis to allow Jean to transfer $7,000.00 from the General Savings account to the checking account to cover the expenses.  All present voted aye, motion carried.

Maintenance position was discussed.

Ordinance #2022-2was introduced:  AN ORDANIANCE OF THE VILLAGE OF ALLEN, NEBRASKA, ESTABLISHING THE WAGES OF OFFICERS AND EMPLOYEES OF THE VILLAGE OF ALLEN, NEBRASKA, AS REQUIRED BY SECTION 17-209 OF THE REVISED STATUTES OF THE STATE OF NEBRASKA; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING A TIME WHEN THE ORDINANCE SHALL BE IN FULL FORCE AND EFFECT; AND ORDERING THE PUBLICATION OF THE ORDIANCE IN PAMPHLET FORM.

After review, Ellis moved that the statutory rules of passage and adoption or Ordinance #2022-2 might be introduced, read, and adopted at the same meeting, seconded by Koeppe.  All present voted aye, motion carried.

Whereupon Nice made a motion, seconded by Ellis to adopt Ordinance #2022-2 as read.  All present voted aye, motion carried.  Whereupon Chairman Jones declared said ordinance approved on its first reading and its title agreed to.  A complete copy of Ordinance #2022-2 has been posted and is on file in the Village Office.

Motion made by Ellis to appoint JEO as Village Engineer, Terry Mead of JEO as Street Superintendent, Matt Munderloh as Village Attorney, Rick Chase as Utilities Superintendent, Jean Rahn as Village Clerk/Treasurer, and designate Security Bank as Village bank seconded by Koeppe.  All present voted aye, motion carried.

Being no further business, Nice made a motion to adjourn, seconded by Koeppe.  All present voted aye, motion carried.  Meeting adjourned at 7:35 p.m.  The Board of Trustees of the Village of Allen, Nebraska will meet in regular session at 7:30 on January 9, 2023 in the Village Office
