BOARD OF TRUSTEES

December 13, 2021

 

The Village Board of Trustees met in regular session December 13, 2021 at 7:30 p.m. in the Allen Village Office.  Chairman Jay Jones called the meeting to order with Trustees Judy Nice, Brett Koeppe, and Dean Chase answering roll.  Absent – Doug Ellis.  Also present were Andrea Larson of NENEDD, Roger Protzman of JEO, and Clerk Jean Rahn.  Chairman Jones informed the audience where to find the posted copy of the Open Meetings Act.  Motion was made by Koeppe seconded by Nice to approve the minutes of the last meeting.  All present voted aye, motion carried.  Motion was made by Chase seconded by Koeppe to accept the treasurers’ report as read.  All present voted aye, motion carried.  The following bills were presented for approval US Treasury 1413.50, payroll taxes, NNPPD –1526.68, elec., NNTC – 204.47 services, Aramark-69.12, sup, L.P Gill – 772.64, landfill, Nebraska Journal Leader – 38.12, pub, Nebraska Public Health Environmental Lab –334.00, tests, Nebraska Dept. of Revenue – 397.36, sales tax, Payroll Salaries – 5845.52, wages, Countryside Gas & Grocery – 344.38, fuel, def, BCBS – 3510.43, ins., Chesterman Co – 7.00, water, One Call Concepts – 1.92, locates, Dixon County Clerk – 30.00, liens, Street Bond Interest – 129.50, streets, Security Bank – 18.00 wiring fee, Allan Rastede – 100.00 key deposit, Municipal Code Services – 786.62, code books, Anderson & Anderson – 3079.50, ins., Barco – 31.45, sign, NDEE – 18123.68, loan and interest, Midwest Sales & Service – 598.97, repairs. JEO – 600.00, roads, AMGL – 7800.00, audit, Cardmemeber Services – 8.47, sup, Johnson & Mock PC LLO – 58.50, legal, Carl Domsch – 100.00, key deposit, Board Member payments – 700.00, quarterly payments.  Motion made was made by Nice, seconded by Koeppe to pay the bills as listed. All present voted aye, motion carried.  Motion made was made by Nice, seconded by Chase to allow Jean to transfer $20,000.00 from General Savings to the checking account to pay the NDEE loan.   All present voted aye, motion carried.

Andrea Larson of NENEDD explained the services of the district to the board.

Roger Protzman discussed the Village’s water issue with the board.  Motion by Chase seconded by Koeppe to have JEO do a water study for the Village.  All present voted aye, motion carried.

Resolution #7-2021 was read:  Resolution for signing of the Year-End Certification of City Superintendent form 2021.  Motion made by Chase, seconded by Koeppe to adopt Resolution #7-2021 and allow Chairman Jones to sign the form certifying that Terry Mead of JEO was our Street Superintendent for the January 1, 2021 to December 31, 2021.  All present voted aye, motion carried.

A phone conference was held with Matt Munderloh to discuss nuisance properties in the Village.  After discussion Resolution #8-2021 was read:  A resolution of the Village of Allen, Nebraska, declaring a nuisance at west 75’ of Lots 17 and 18, block 8, Original, Village of Allen Dixon County, Nebraska and ordering the abatement thereof.  Motion by Koeppe, seconded by Nice to adopt Resolution #8-2021.  All present voted aye, motion carried.

Motion made by Nice to appoint JEO as Village Engineer, Terry Mead of JEO as Street Superintendent, Rick Chase as Utilities Superintendent, Jean Rahn as Village Clerk/Treasurer, and designate Security Bank as Village bank seconded by Koeppe.  All present voted aye, motion carried.

Being no further business, Nice made a motion to adjourn, seconded by Koeppe.  All present voted aye, motion carried. Meeting adjourned at 9:39 p.m.  The Board of Trustees of the Village of Allen, Nebraska will meet in regular session at 7:30 p.m. on January 10, 2022 in the Village Office.
