BOARD OF TRUSTEES

April 11, 2022

The Village Board of Trustees met in regular session April 11, 2022 at 7:30 p.m. in the Allen Village Office.  Chairman Jay Jones called the meeting to order with Trustees Judy Nice, Brett Koeppe, Doug Ellis, and Dean Chase answering roll.  Also present Alan & Connie Chapman, Rick Chase, and Clerk Jean Rahn.  Chairman Jones informed the audience where to find the posted copy of the Open Meetings Act.  Chairman Jones opened the CDBG Public Hearing at 7:30 p.m.  Chairman Jones opened the regular meeting at 7:33 p.m. Motion was made by Ellis seconded by Koeppe to approve the minutes of the last meeting.  All present voted aye, motion carried.  Motion was made by Nice seconded by Chase to accept the treasurers’ report as read.  All present voted aye, motion carried.  The following bills were presented for approval US Treasury 1806.90, payroll taxes, NNPPD –1556.69, elec., NNTC – 205.69, services, Aramark-34.56, sup, L.P Gill – 747.74, landfill, Nebraska Journal Leader – 53.51, pub, Nebraska Public Health Environmental Lab –281.00, tests, Nebraska Dept. of Revenue – 385.94, sales tax, Payroll Salaries – 6746.30, wages, Countryside Gas & Groc. – 369.76, fuel, def, BCBS – 3602.97, ins., Chesterman Co – 7.00, water, Viking Ind. Paint. – 26850.00, maint, Topkote – 7302.96, repairs, Post Office – 34.80, postage, CSL – 1558.50, chem., Hampton Inn – 219.90, motel/school, Share Corp – 1327.36, chem, NeRWA – 395.00, school, Nick Brahmstead – 19.63, deposit, Johnson & Mock – 175.50, legal, Brett Koeppe – 450.00, snow removal, Cardmember Services – 21.88, sup. Nebraska Dept. of Revenue – 672.02, tax.  Motion made was made by Chase, seconded by Nice to pay the bills as listed. All present voted aye, motion carried.

Alan and Connie Chapman discussed with the board the new house they are moving onto their property and apply for a building permit to do so.  They will get the board more information. When this information is given to Chairman Jones, Chase made a motion, seconded by Koeppe to allow Chairman Jones to approve the permit #2-2022.  All present voted aye, motion carried.

Building permit #1-2022 was presented.  Motion made by Koeppe, seconded by Chase to allow the permit subject to meeting setback guidelines. All present voted aye, motion carried.

Building permit #3-2022 was presented.  Motion made by Nice, seconded by Ellis to allow the permit.  All present voted aye, motion carried.

Other items discussed were streets and clean-up day.  Clean up days will be May 10-13.  Items will need to be taken to roll-offs across from the firehall during that time.

Discussion was held concerning the proposed PER for the water issue.  Motion by Ellis, seconded by Judy to approve the plan.  All present voted aye, motion carried.

A draft of the community survey was discussed. Motion by Nice, seconded by Koeppe to approve the survey.  All present voted aye, motion carried.

Chairman Jones closed the public hearing at 9:30 p.m.  Motion by Ellis, seconded by Koeppe to discontinue the CDBG Housing RLF and cease any new housing type activities.  All voted aye, motion carried.

Being no further business, Ellis made a motion to adjourn, seconded by Nice.  All present voted aye, motion carried. Meeting adjourned at 9:34 p.m.  The Board of Trustees of the Village of Allen, Nebraska will meet in regular session at 7:30 p.m. on May 9, 2022 in the Village Office.
